The big takeaway point is the procedural laws passed in 1948 or so. I get why you're concerned with Mike Pence overseeing the process, but if you take a look there's oversight from both Parties and both the Senate and the House. I game it out in my article above and I provide links to the relevant law.

I have no faith in either Mitch McConnell or Mike Pence, but the way I read all this, there are enough checks in place that their malfeasance will not be allowed to upset the tally.
